Horry Co. Revisits Rezoning Request for Single-family Home Construction

New Proposal under the Multi-Residential District Preservation Ordinance

On the evening of Friday, July 26th, 2024, in Conway, South Carolina, the Horry County Planning Commission brought to discussion again a rezoning request which had been withdrawn in 2022. Diamond Shores Construction has proposed a plan for 76.85 acres of land to be rezoned for the purpose of building single-family homes. The rezoning request utilises Horry County’s newly adopted Multi-Residential District Preservation ordinance, an intriguing aspect that has rekindled interest in the proposal.

Ordinance for Preservation Fuels Re-application

Adopted in June this year, the Multi-Residential District Preservation ordinance potentially allows for more land preservation and more homes construction. “Given the county’s adoption of this preservation ordinance, we thought it best to take this route by providing larger buffers,” explained David Schwerd, Chief Operating Officer of Diamond Shores Construction.

434 Homes and Traffic Impact: 2022 vs 2024 Proposals

The contrast between the 2022 and 2024 proposals lies in the number of homes and the traffic impact. The withdrawn 2022 proposal had 116 homes included, while the recent request increased the number to 134. As the number of homes increases, so too does the anticipated daily amount of journeys. The prediction in 2022 was 930 journeys, but, the new request anticipates over a thousand.

The twist in the proposal lies in efficiently utilising extended land areas, creating a balance between greater green spaces and higher density living. More homes mean more families, implicitly leading to more traffic, but larger buffers provided by the new ordinance minimize the environmental impact.

Votes on Rezoning Request Expected Next Week

The Horry County Planning Commission is yet to make its first vote on the rezoning proposal since its withdrawal in 2022. As of now, the rezoning application has only been approved in the commission’s workshop. More affirmative action is expected in the coming week when the commission schedules its voting session on this proposal.
